Tobias Ingawa, The Black Hand Triad’s founding Shan Chu, had run the operation for at least a good five years now, by his side were the two of his most trust-worthy right hands. The two men names have been released as Hageshi Makazi, and Zao Yhang. Tobias Ingawa had ordered both men that it would be in the society’s best business to begin moving up-state. Both Hageshi and Zao had set-up a series of networks in which they would have corrupt officers and drug officials help them smuggle their product into the United States of San Andreas. )
